Sacramento, CA and Olympia, WA -- RVers traveling through two popular Western states listen up: Both Washington and California have new laws on driving while talking--on the cellular that is.
Effective July 1, drivers of motor vehicles who want to talk and drive at the same time need a wireless handset. Holding a cell phone while driving in either of these states subjects the driver to fines -- particularly hefty in Washington.
Get caught 'cell handed' and the officer could hand you a ticket for for $124, no questions asked. Although California police will be a little lighter with the pen, it'll still hurt: Base fines for first offenders are $20. Get caught again?

A $50 base fine applies. But in California, other fees can treble the damages. California does have one escape clause: You can use a cell phone to report an emergency -- even if it's not hands-free. Can you hear me now?
