Question Black tank air vent

My toilet gurgles well before I know it’s full. I’ve heard about air vents slipping into the tank. Could that be the cause for my tank to burp when flushed? 
if so, how do I tell if the pipe has slipped?

I believe I need a little more information or clarification? You stated your toilet gurles? Is that during flushes or other times? Typically when you flush the toilet, the opening is large enough to flush whatever is in the bowl and has enough space for air so even if your vent is plugged, it should not do that? The only time you would have an issue is when dumping the black tank? The vent should be on your roof so you could take off the vent cap and see if the pipe has slipped or is loose?

i ran water from a garden hose down the black water roof vent.  all went well but before i withdrew the hose i heard gurgling. is this common?

It is possible as some vents are "T"d for other tanks and could have an air gap that would allow it to backflow somewhat and cause girggle?
