On Wednesday, the Los Angeles City Council addressed the issue of recreational vehicles (RVs) being used as housing on city streets. Council members are working to identify areas where RVs would be prohibited and exploring designated parking locations where they might be allowed.
The city is also considering a permitting system for RVs, evaluating the feasibility and cost of waste pumping services, cracking down on “van-lords,” who rent RVs to street-dwellers, and implementing rehousing pilot programs.
Council member Eunisses Hernandez proposed a motion to establish a task force for a “holistic conversation” to find solutions for RV encampments, involving health experts, residents, and other stakeholders. “We keep doing the same things and expecting different results,” she told KCAL TV, emphasizing the need for a proactive approach. However, her amendment was rejected in a 4-10 vote.
The council also advanced a motion led by Councilwoman Traci Park, calling for a city-wide program to ban RV parking in residential areas, commercial corridors, and other “sensitive” zones. Several city departments will report back on this motion.
“The crisis in front of us is urgent,” Park said. “We don’t need another committee or task force to tell us what we already know—that these RVs are unsafe, unsanitary, and causing harm in our communities.”

People need to be shaken and come to their senses. This nonsense of living on city streets in junkers is beyond belief. I saw a news story last night that a bartender is doing this and has her new Prius parked right next to the dilapidated garbage pile. -What the hell kind of place do we live in that we welcome this behavior?

Banning RV parking in residential areas. That statement worries me. We park our RV at home. Would hate for owners of RVs who legitimately park at home to be caught up, and find themselves in the wrong side of the law.
This is a very good point and one can only hope that legislators look completely through the issue and consequences … but, not holding my breath, as they say.
IMO, a huge issue with folks congregating to areas of the country that can more comfortably support them 24/7 outside, unfortunately California is one of the most expensive states to live in. The best solution is to tow these junkers and crush/recycle them. Communities might not be able to stop the increase in homelessness but they can keep their streets clean.
Politicians will talk this issue to death. Not much will change. California is horribly expensive. The people on the bottom of the financial totem pole are stuck.
I wonder what effect the illegal immigrants have on the homeless people living on the streets in dilapidated RVs. If we can’t house Americans, how can we afford to house illegals. Or is this situation a mix of both.
I find it odd that after somewhere between 8 and 10-million people coming over the border over the last 4 years that this is never considered in the debate over the lack of housing.
