RVIA weighs in on California EPA withdrawal request

As we reported earlier, California’s Air Resources Board (CARB) withdrew its request to move forward with regulations that could force a total ban on big diesel trucks in 2036. CARB had asked the federal Environmental Protection Agency (EPA) to grant it authority for the ban under its Advanced Clean Fleets program, which would’ve required truckers to buy zero-emissions trucks.

As we pointed out, that request is just one piece of the California regulatory environment that’s put sales of motorhomes in California and other states in a tight position. Now the RV Industry Association has posted its official statement on the matter. The RVIA statement on CARB and its withdrawal follows.

RVIA statement on CARB waiver request—most impact on RV rental companies

In a January 21, 2025 statement, the RV Industry Association had this to say:

“On Tuesday, January 14th, the California Air Resources Board (CARB) announced that it had withdrawn its request for a waiver from EPA to implement its Advanced Clean Fleets rule.

“The Advanced Clean Fleets rule would have required all medium- and heavy-duty vehicles sold into California, including almost all motorhomes, to be zero emission vehicles by 2036 and would have required fleet owners to phase in increased percentages of zero emission vehicles between now and 2035. This would have impacted RV rental companies who had fleets of 50 or more motorhomes operating in California.

“While the Advanced Clean Fleets rule withdrawal does impact the RV industry somewhat, this latest action by CARB does not affect the Advanced Clean Trucks rule in any way. EPA had already approved California’s waiver for the Advanced Clean Trucks rule in April 2023 and there is no indication that CARB is changing track on that rule.”

Does this withdrawal negate the restriction of sales of larger diesel powered RV in California that was supposed to start on 1/1 2025? What does this withdrawal do to the sales of new larger diesel powered RVs in California.
